EU Parliament backs waste prevention goals

February 01, 2007. In late November, the EU Parliament’s Environment Committee backed a report on the revision of the EU’s waste framework directive. For the first time, the directive introduces waste prevention targets. The aim is that, by 2012, EU member states should peg waste production at the 2008 levels. The report also establishes a clear hierarchy in the way waste is to be treated, giving priority to prevention, reuse and recycling over energy recovery through incineration and landfilling. The committee rejected a proposal to change the classification of incineration from ‘disposal’ to ‘recovery for energy production’. Environmental groups welcomed the new waste prevention targets but expressed regret that additional measures were not adopted. The report will be presented to the EU Parliament in February. This equates to growth of 1.7%, which is below the rate recorded by some leading European competitors. Following a cut in prices last year, Danish company AP Moller-Maersk A/S - the world’s largest container ship owner - plans to increase its rates by as much as 15% in 2007 in order to offset higher costs. According to an article in ‘Maritime Press Clippings’, the company is proposing to push up rates by 3-8% on routes between Asia and West Africa, and from 10 to 15% on cargo shipments from Europe to the Oceania region. Maersk expects its container business to report a loss of US$ 600 million for 2006 compared to a profit of US$ 1.3 billion a year earlier. This decline is blamed not only on higher fuel costs, but also on the advent of new vessels which boosted competition among shipping companies and enabled clients to obtain lower rates. In the three months ending in September last year, rates between West Coast USA and Asia and between Europe and Asia fell by, respectively, 8 and 16%, according to Containerisation International magazine. PET recycling rate hike in the USA

According to America’s National Association for PET Container Resources (NAPCOR) and the Association of Postconsumer Plastic Recyclers (APR), the PET recycling rate in the USA jumped from 21.6% in 2004 to 23.1% in 2005. The volume of collected PET post-consumer containers amounted to 1.17 billion pounds. At the same time, the volume of PET containers available for recycling in the USA also climbed - by 9.4% to 5.075 million pounds. This growth was driven primarily by strong sales of still water and isotonic beverages. Over 860 million pounds of recycled PET was used in 2005 in USA, with manufacturing applications including fibre for carpet and apparel, strapping, sheet, film, food and non-food containers. China considers zinc futures market

Set up in August last year, the Lead & Zinc Branch Association of the China Nonferrous Metals Industry Association is working closely with the Shanghai Futures Exchange on a proposal to develop futures markets for a range of commodities, including lead, zinc, tin and nickel. Zinc has emerged as a priority case, not least because of the major upswing in the metal’s price over recent times. On November 10 last year, zinc hit US$ 4580 per tonne - a price almost three times higher than the US$ 1598 per tonne recorded at the same point in 2005. Such a dramatic change is said to have increased the desire among Chinese enterprises for value maintenance and risk avoidance. The creation of a futures market would have a potentially far-reaching impact on China’s zinc production, trading, consumption and financing activities, it is argued. Recycling slashes UK carbon emissions

Recycling has reduced the UK’s carbon emissions by between 10 and 15 million tonnes per annum - the equivalent of taking 3.5 million cars off the country’s roads, according to the government-backed Waste Resources Action Programme (WRAP). Official figures indicate that recycling of domestic refuse has almost doubled in the UK over the last three years. However, a report from WRAP warns that the UK’s recycling rate is still not as high as those achieved in many other European countries. The organisation also suggests that the UK is suffering the effects of a lack of high-quality recycling centres. Also in the UK, leading retailer Marks & Spencer has announced a £200 million (Euro 300 million) plan to cut the environmental impact of its operations. According to researchers, falling commodity prices will mean lower inflation levels in China and a reduced possibility of a drop in demand for Chinese exports during the coming year. A. van Peperzeel - the Dutch firm specialising in collecting, sorting and processing household/car batteries and non-ferrous metals - has laid the foundation stone for its new plant at Lelystad in the Netherlands. The formal ceremony was performed by company founder Wim van Peperzeel, father of current Managing Director Johan en Marco van Peperzeel. Since its formation in 1978, the family-owned company has enjoyed continuous growth, notably after it sealed a contract with Dutch battery association Stibat in 1996 which covered the sorting of all household batteries collected in the Netherlands. This year, he celebrates his 80th birthday, his 50th wedding anniversary and his 60th anniversary of working in the metals recycling business - including 40 years in aluminium with, among others, Alxcan. In addition, he is also celebrating his first 10 years with ‘PORTA’, an initiative which effectively recycles old talents. This involves dozens of seasoned and, in some cases, retired recycling hands working on new projects in the metals recycling field and training young people who are relatively new to the recycling business. Steinert meets demand for high throughputs

Steinert, the German metal separator manufacturer, set itself bold targets when developing the NES 250 eddy current machine: it had to be able to function with a high throughput; concentrate operation on a single material flow; and minimise costs and space requirements. The separator responds to the growing demand for ever-higher throughputs and for higher-quality sorted products, according to Steinert. The belt drum diameter has been increased to more than 60 cm, while the side bearings and eccentric system bearings have been altered in line with significantly increased masses. The NES 250 enables large-scale plants to operate with higher throughputs of approximately 130 m³ per hour. German recycling equipment manufacturer Herbold Meckesheim has unveiled a new range of compact SB series granulators which can be used for recycling PET bottles or as a secondary granulator where shredders cannot attain the required size of granule. According to the manufacturer, the new line boasts a capacity performance which, in the past, could be obtained only with much bigger machines. Due to a forced feeding approach, the SB series achieves a higher packing density in the grinding chamber; as a result, the probability of there being a particle between the rotor and stator knives is considerably higher than with traditional granulators where the material can ‘dance’ on the rotor without being seized, explains the Herbold. The Nireco trim system serves as a high-precision detector of steel cord within the rubber substrate and eliminates problems such as exposed cords. It also cuts the gum adjacent to the steel cords and allows the manufacturer to recycle the rubber, thereby reducing raw material waste. The heart of the system is a sensor which utilises magnetic fields to detect within 0.2 mm the position of the steel cord during the calendaring segment of the manufacturing process. May 01, 2007. US-based Manitowoc Crane Group (MCG) has launched the Grove GTK1100 crane - a wheeled mobile carrier with a vertical telescopic mast and a luffing telescopic boom at its top. The company says the patented design offers numerous benefits, especially for work in places where space is at a premium. The technology maximises lifting capacity at height while offering a lower operating cost when compared to existing equipment. The crane requires very little room to erect and can be transported to site using as few as four trailers - compared with up to 25 trailers for conventional cranes. And when fully extended, the GTK1100 boasts a maximum lift height of over 140 metres. Final specifications have yet to be confirmed, but initial tests suggest the crane will lift loads of more than 70 tonnes to heights of over 120 metres. The best possible approach to recycling end-of-life fridges and freezers is to bring them together with CFC-containing appliances in a single specialist recycling plant, according to a life-cycle assessment study carried out by the Öko-Institut in Darmstadt, Germany. Modern advanced fridge recycling plants are able to process obsolete refrigeration appliances without prior sorting, irrespective of the refrigerant in the cooling circuit or the blowing agent in the polyurethane foam. The environmental scientists at the Öko-Institut conclude that the joint processing - or ‘mixed-mode processing’ - scores higher on all key environmental indicators than any other treatment mode currently being practised in which prior sorting of appliances is performed. New route to circuit board recycling

Electronic circuits in discarded computers, mobile phones and other devices could be recycled less harmfully using a technique developed by researchers at the Shanghai Jiao Tong University in China. Unlike current methods, the new technique can be used to reclaim valuable metals such as copper without releasing toxic fumes into the atmosphere, such as occurs when circuit boards are introduced into copper smelters. The new approach involves crushing boards and using a high-voltage electric field to separate metallic and non-metallic materials. The metals can then be reclaimed by distilling in a vacuum while the non-metal components can be compacted into plates for use as building materials. Printed circuit boards are made from insulating layers of fibre glass and resin, with electronic components and interconnecting circuitry on top. ‘Ghost Fleet’ attracts yet more controversy

The United States Maritime Administration has temporarily halted its ship scrapping programme - a move that could delay and complicate the removal of junk vessels in the Virginia-based James River Reserve Fleet, also known as the ‘Ghost Fleet’. No new disposal contracts will be awarded to salvage yards until a discrepancy over environmental laws governing ship recycling is resolved, according to maritime administrator Sean Connaughton. ‘Obviously, it’s a situation that has to be addressed as quickly as practicable,’ he adds. The decision is based on a federal rule which requires the hulls of obsolete ships to be scrubbed of marine growth before leaving for a salvage yard. The cleaning technique, called ‘scamping’, is designed to curb the spread of invasive species that may be clinging to hulls and could cause ecological problems elsewhere.
