Schmidt has developed an Automatic Debaling System which, it says, will cut users’ manpower requirements while increasing throughput compared to manual separation methods. Capable of de-densifying and metering materials with or without size reduction, the new system reduces bulk feeding, allows inspection of materials, and ensures a more constant stream. An infeed conveyor, automatic debaler, take-away conveyor and all necessary chutes, hoppers and transitions are part of the base system, while a wide variety of options are available to tailor the system to specific application requirements. Karl W. Schmidt has also announced that the first of its Shear Take-Away Systems has been installed at Rocky Mountain Recycling in Denver, USA. March 01, 2007. UK instrument supplier Oxford Instruments has launched two hand-held XRF analysers which, it claims, deliver faster-than-ever colour-coded alloy identification and assay analysis. The X-MET3000TX+ and the X-Met3000TXR+ are configured for fast and accurate analysis of metals in the recycling industry, as well as for reliable positive material identification within the metal fabrication and process industries. At the same time, they cater for multiple languages - including Chinese, Russian, German and French. Both analysers use the PentaPIN detector which offers faster analysis and lower detection limits for all elements. March 01, 2007. Ireland-based One51 has acquired an 80% stake in Swiss recycling company Immark and its sister firms Drisa Entsorgungs and Swissglas. Immark, whose Commercial Director Rolf Jeker and Technical Director Rudolf Hafnet will retain a 20% share in the business, specialises in the recycling of waste electrical and electronic equipment (WEEE). One51 and Immark were already partners in WEEE recycling joint venture TechRec, which is active throughout Ireland. One51’s e-scrap recycling operations will be headed by Immark, with TechRec becoming a member of this division. The two companies are planning to set up recycling plants in co-operation with local partners in ‘several key markets’. Grosvenor pleads guilty to illegal exports charge

March 01, 2007. Grosvenor Waste Management of the UK has pleaded guilty to six charges of illegally exporting containers of household and other waste, according to UK recycling magazine MRW. The firm admitted that it had not given the correct notification for materials that were destined to be recycled. The company faced 19 charges under the transfrontier shipment regulations at Maidstone Crown Court, with the prosecution dividing these into four limbs relating to incidents in Indonesia, the Netherlands, Southampton and Thamesport. The guilty plea covered the first three limbs and charges one to six; a provisional date of April 4 has been set for sentencing. It was decided that it would not be in the public interest to proceed with the trial regarding the final limb. Grosvenor has agreed to pay £ 85 000 (Euro 127 700/US$ 165 000) towards costs on the first six charges while issues relating to the other 13 will not be proceeded further. New law threatens German shredders

March 01, 2007. Germany’s shredder operators have voiced extreme concern about a change in the guidelines governing the landfilling of materials. A new regulation which came into effect on February 1 outlaws the dumping of wastes of more than 6000 kilojoules unless clear alternatives are provided. Previously, as much as 300 000 tonnes per year of waste with a calorific value of up to 24 000 kilojoules could be landfilled. Rolf Willeke, Managing Director of German scrap federation BDSV, observes: ‘Many of these residues are not very popular because the calorific value is too high to be handled by most incinerators.’ The authorities have suggested increasing exports or intermediate storage but capacities are limited in both cases, adds Mr Willeke. The law allows for exceptions but these differ among the individual German states, therefore leading to competition. March 01, 2007. China has outstripped the USA to become the leading exporter to the European Union. According to the Chinese Ministry of Commerce, exports from China to the EU totalled Euro 135.6 billion (US$ 175.6 billion) in the first nine months of last year - a figure Euro 4.6 billion (US$ 6 billion) higher than that for the USA. Bilateral trading volumes between China and the EU reached Euro 272.3 billion (US$ 352.7 billion), an increase of 25.3% compared with 2005. This figure represents 15.5% of China’s foreign trade, according to the China Customs Office. Meanwhile, the EU invested in 2738 projects in China during the whole of 2006. Despite these impressive figures, some tricky issues remain in the EU/China trading relationship. March 01, 2007. China-based Jiangsu Fengli Group has bought a new high-capacity shredder from US manufacturer The Shedder Company (TSC). The 10 000 HP TSC 124 SXS shredding plant comprises a Schorch electric motor and four lines for inspecting the finished shredded steel scrap. The plant also boasts latest TSC ‘Smart Shredding System’ electronic controls to enhance operator efficiency and to provide management reporting for analysis of the entire operation. The TSC 124 SXS plant is destined for Zhangjiagang near Shanghai and will be delivered in the late spring for start-up in the autumn; it is projected to produce more than 1 million tonnes of shredded steel scrap per annum. Big increase in Shanghai container movements

March 01, 2007. Shanghai, the busiest container port in China, moved 20% more containers last year. Meanwhile, the city’s plans to develop a new US$ 16 billion port are at an advanced stage. Some 21.7 million 20-foot containers went through the port last year, according to a statement from Shanghai’s local authority, while total cargo handled increased by 21% to 537.4 million tonnes. In December, for example, Shanghai handled 1.92 million containers - a 23.2% increase compared with a year earlier. A Bloomberg News survey suggests China’s trade surplus probably swelled 74% to a record US$ 177 billion last year. Exports to the USA and to other overseas markets have turned Shanghai into the world’s third-largest container port after Singapore and Hong Kong. At a symbolic event held in Brussels on January 13, three consortia were launched by producers, users and importers of nickel in response to the EU’s new Registration, Evaluation and Authorisation of Chemicals (REACH) policy. The overall purpose of the consortia is to provide a means for nickel manufacturers and importers to comply with complex REACH requirements - for example, through data sharing and joint submission of registration dossiers. More than 5 million tonnes of steel cans were recycled in 2005 - equivalent to a recycling rate of 64.9%, according to the Brussels, Belgium-based International Iron and Steel Institute’s Committee on Packaging (PACKCO). This means that the rate increased by 7.4 percentage points between 2001 and 2005. Around 25% of all the steel in a can comes from recycled sources. The system makes it possible to estimate the environmental burden and recycling costs based on design data - such as product structure, materials used and chemical ingredients - as well as environmental data such as recycling techniques particular to each country and region. Under the system, assumptions about the ultimate method of recycling are made automatically for the destination market. Sweden-based recycling company Stena Metall and Czech-based precious/non-ferrous metals processor and recycler Safina have formed a joint venture in the Czech Republic called Stena/Safina. The new entity will focus on electronics recycling in line with the EU’s Directive on Waste from Electrical and Electronic Equipment (WEEE). It will be headquartered at Vestec but will also operate at Brno and Sadska in the Czech Republic. Stena Metall operates from 230 locations in nine European countries. The joint venture company operates 10 sites in Poland and handles around 350 000 tonnes of ferrous and non-ferrous metals per annum. The company is also involved in international steel trading. ‘Acquiring a majority in TOM is an important step in Interseroh’s international growth strategy,’ says comments CEO Johannes-Jürgen Albus. ‘TOM has the necessary international orientation and supplies scrap to the Central and Southern European markets as well as to the Far East. The new components are designed to create a significantly smaller, cleaner crumb product and, in so doing, expand CRI’s capabilities for marketing their end product. ‘Crumb Rubber Ireland has enjoyed tremendous success since going on-line in late 2003,’ observes Mike Hinsey, Granutech-Saturn’s director of international sales. ‘That success has prompted additional opportunities and made new and emerging markets available to them. In the UK, a £600 million (US$1.14 billion) waste contract aimed at further reducing reliance on landfill while boosting recycling rates has been signed by three local authorities and Waste Recycling Group (WRG). The 25-year Private Finance Initiative between Reading Borough Council, Bracknell Forest Borough Council and Wokingham District Council - known as the Re3 Waste Partnership - is designed to establish a long-term, sustainable solution to dealing with waste produced by households in the three council areas. February 01, 2007. Parties to the United Nations’ Basel Convention have reached accord on new initiatives to address mounting volumes of electronic waste. At the eighth conference of parties (COP-8) held in the Kenyan capital of Nairobi, there was an agreement to: promote clean technology and phase out hazardous substances; collaborate in combating the illegal waste trade; and to develop pilot take-back systems, especially in developing countries. A Basel Convention working group will prepare a plan relating to the environmentally sustainable management of electronic waste for consideration in the autumn of 2008. It had been anticipated in some quarters that the COP-8 gathering would usher in a ban on exports of hazardous waste to developing countries, but the matter was shelved until the next conference in the autumn of next year. Global rates to move cargo by container may decline for a second year in 2007 as capacity growth from vessels under construction will outstrip demand, according to South Korea’s Ministry of Maritime Affairs and Fisheries. Total shipping line capacity is thought likely to climb more than 13% this year to over 10 million 20-foot standard containers while demand is growing at the slower rate of around 9.7%, says the ministry. Capacity grew at an average of 13.9% in 2006 while demand increased 10.2%. Sea carriers such as AP Moeller-Maersk A/S and Neptune Orient Lines have reported a drop in profits on the back of falling rates and a record number of vessels being delivered. The recycled content of metals and alloys is a poor indicator of environmental performance and may discourage the efficient production and use of recycled metals, according to a broad coalition of metal industry associations - including the European Aluminium Association (EAA). In a declaration issued in December, the metals industry released a set of recycling principles on behalf of stakeholders in the value chain. The declaration states that a product systems approach provides a truer reflection of the sustainability of a material or of a product than simply its recycled content. When product-based objectives are based on resource conservation alone, the environmental costs and benefits of recycling may not be adequately addressed, it is argued. The 18 industry bodies behind the declaration hope to improve the understanding of metals recycling among policy-makers, product designers and manufacturers.
